The boy's mother, 30-year-old Shannon Wilfong, is charged with felony child abduction. The grandmother, 51-year-old Diane Dobbs, is charged with aiding and abetting. Wilfong remained jailed Saturday on $42,500 bond in Benton, Ill., where Dobbs was being held on $1,000 bond. The women did not have attorneys listed Saturday in online court records.

The boy was staying Saturday with one of his father's relatives while state child-welfare workers investigated claims the father abused the child before his disappearance — allegations rejected by the dad, who's thrilled the agonizing search has ended.

"Two years? You have no idea," Mike Chekevdia, a 48-year-old former police officer who's a lieutenant colonel in the Illinois National Guard, told The Associated Press by telephone Saturday from his house in Royalton, Ill., some three miles from the home where his son turned up. "I've lost sleep. I've lost weight. I've gained weight. I wouldn't wish this on anybody."

It seemed like Jerry Bratcher had it made. As chief of Police, his salary was $80,000 a year, and he oversaw an 80-man department ranked as one of the best in the country. He had set up lucrative outside consulting businesses analyzing other suburban police departments. And the taxpayers were paying for his drinks, lunches and dinners. No one would question any of it since he had also become a consultant to Micro Aseptic—run by the three village trustees who also ran the police and fire committee. That, together with his strong personal relationship with Mayor Rita Mullins, compromised any real oversight of the Palatine Police Department by the village government. It was all carefully hidden from the taxpayers in a maze of governmental paper buttressed by a village government who fought any citizen attempt to access these financial records.

Jerry Bratcher had created his own Feudal kingdom in Palatine.

Sure, there were a few underlying problems. His consulting and Micro Aseptic sales both depended heavily on the the goodwill of other suburban chiefs. So he had to constantlystroke them while at the same time hiding from them the true nature and extent of his business dealings and how they might affect the other chiefs. While bragging about the academic achievements of his men, he failed to mention he hired five or six chief’s kids — including his own. He also failed to mention he lost $125,000 in an Ponzi scheme which traded commodities.

Bratcher’s kingdom rested on a fragile foundation. He became a prisoner of his own propaganda. He had to constantly exaggerate and puff his own accomplishments and those of his police force to keep his outside business interests rolling. Thus, Bratcher pushed membership in the Northwest Police Academy (NWPA), argued for CALEA accreditation, and promoted the use of the Northern Illinois Police Crime Lab (NIPCL). He couldn’t stop making his sales pitch.

Bratcher also became a prisoner of his own sales pitch.

Bratcher ingratiated himself with his fellow chiefs and promoted his business interests at the same time. The chiefs provided a potential market of more than 100 suburban police forces to which he could offer his consulting services or sell his line of Micro Aseptic products, which could provide everything for a police department from soap to special shoes. Bratcher founded the NWPA, a forum which enhanced the international reputation of the Palatine Force and himself. He later used the academy to branch out into politics endorsing his friend Jack O’Malley. Indeed, Bratcher had employed a full-time PR person for his small-time Police Department. Additionally, the sons of various police chiefs were employed by the Palatine Police Department.

It was working. Eventually, Good Housekeeping magazine would cite the Palatine Police Department as one of the 10 best in the nation. On paper, Bratcher had a superior department. Palatine was not just the normal, under-equipped suburban police force. Many chiefs told us the crime at Brown’s Chicken and Pasta on January 8, 1993 was a terrible tragedy. But “thank God it happened in Palatine.” They knew Bratcher worked with CALEA, which certified suburban police departments, but were unaware that his CALEA connection was at the heart of the Good Housekeeping ranking.

Jerry Bratcher had carefully constructed a house of cards. It was held together by the spiderweb of personal relationships he had built with other chiefs and with the village government. An unsuspecting media and citizenry stood by, never noticing the personal stakes Bratcher had invested with the mayor, village board, and state’s attorney’s office. No one ever questioned any of them about their objectivity or the inevitable conflicts which grew out of these relationships. No one questioned any of them about their non-governmental business. Bratcher was employed as a consultant by three of the village trustees who ran Micro Aseptic.Because of his business relationships with the trustees and his long personal relationship with the mayor, he had effectively neutralized anyone who would be in a position to question his conduct. That connection which James Madison and Thomas Jefferson thought crucial—between the citizens and their elected representatives and “employees”—was crushed. .

Bratcher also receives payments for services from Micro Aseptic, making at least $5,000 in consulting fees in 1995 alone. Bratcher used his considerable reputation and economic clout to help Micro Aseptic sell products to other police chiefs. In one instance, Bratcher used the NWPA as a platform to introduce Micro Aseptic’s products and services. As he had at other occasions, Bratcher introduced Jack Wagner of Micro Aseptic as an expert in combating blood-borne pathogens. He vouched for Micro Aseptic’s integrity and effectiveness. However, he did not reveal his continuing economic relationship with the company.

At the time, Micro Aseptic was owned and operated by two of Palatine’s trustees: Jack Wagner and Gregory Solberg.Wagner also chairs the public safety committee of the village board, which oversees the Palatine Police Department.The public safety committee sets salaries, approves budgets and monitors the department’s performance. Chief Bratcher’s department—along with the Lincolnwood PD—appeared in a 17-minute “police training” tape, which was essentially an infomercial for Micro Aseptic products. The tape credits the NWPA for help in production. (Note: In 1994, Bratcher served as a paid consultant for Lincolnwood as they searched for a new chief.) This is an apparent violation of Palatine’s ethics ordinance which prohibits, “use of village equipment, material or property for personal ... profit.”

SPRINGFIELD — Republican Illinois attorney general candidate Joe Birkett has demanded that Democratic candidate Lisa Madigan reveal more about her links to the sons of a Cook County judge who donated $50,000 to her campaign.

During a Statehouse news conference Thursday, Birkett questioned whether money donated by Andrew Harris of Northbrook and David Harris of Buffalo Grove was meant to win support from the Cook County Democratic Party for their father, Circuit Judge Sheldon Harris. He also asked for proof that the money really came from the sons.

Lisa Madigan's father, House Speaker Michael Madigan, D-Chicago, is chairman of the state Democratic Party, and he has influence over Cook County judicial selections.

"They (the donations) came at a time when Judge Harris was seeking help from the speaker, loaning 20 campaign workers to his campaign, getting him slated through the Cook County Democratic Party as one of the slated candidates, and then suddenly, out of the blue, $50,000 in contributions," Birkett said. "What did she know and when did she know it?"

Mike Noonan, Lisa Madigan's campaign manager, said Madigan would not ask for additional information about the contributions. He said Lisa Madigan believes the contributions came from the sons because they supported her candidacy.

Steve Brown, press secretary to Michael Madigan, denied that there is a connection between the sons' donations and the father's bid to win a primary election.

Noonan said Lisa Madigan's campaign did give away $30,000 in donations this week, including the $25,000 donated by Andrew Harris.

She gave Andrew Harris' donation "to groups that fight hate and bigotry" because he is a member of the heavy metal band Judas Iscariot, Noonan said. The band is a "black metal" group that promotes itself as Satanic and anti-Christian, he said.

The other $5,000 was returned to Thomas Donald Fazioli, 57. He was charged in March 2001 by the arm of the Illinois Supreme Court that disciplines lawyers with trying to obtain an associate judgeship through illegal campaign contributions.

Birkett signed a pledge Thursday not to take money in the future from people under investigation and urged Lisa Madigan to do the same thing. But Birkett said he would not return money donated to his campaign by House Minority Leader Lee Daniels, R-Elmhurst. Daniels' operation is under federal investigation because employees in the Chicago suburbs allegedly performed campaign work on state time.

Thousands of union sewer and tunnel workers began receiving letters last week urging them to support Democrat Lisa Madigan for attorney general, but the name attached to the mailings was surprising.

The letters to members of Laborers Local 2 were signed, "Fraternally, Richard S. Caravetta, business manager." They asked members to take part in House Speaker Michael Madigan's "Friends and Family" political network on behalf of his daughter. But only weeks before, Caravetta had resigned from his union post in an agreement with national union officials investigating his alleged ties to organized crime.

Aides to Michael Madigan, who is also the state Democratic chairman, and Lisa Madigan, a state senator from the North Side, said they had never heard of Caravetta. The letters bearing his name were sent out on union stationary but were paid for by the state Democratic Party.

"Obviously, we don't want people with questionable backgrounds" involved in Lisa Madigan's campaign, said Steve Brown, a spokesman for the House speaker. Brown said the mailing was organized by the Chicago-area Laborers District Council, an umbrella organization.

Caravetta, a Cicero resident, did not respond to questions.

The laborers local, which represents about 20,000 workers, has had a long history of infiltration by organized crime. In 1994 the federal government intervened to root out mob influence. As part of a consent decree between the union and the government, federal courts have selected outside monitors to oversee the local. The most recent monitor is a partner in the same Loop law firm in which Lisa Madigan works.

The outside monitoring of the union ended last summer. Lisa Madigan's spokesman, David Schaper, said he did not know whether she had any involvement with oversight of the consent decree.

The "Friends and Family" mailing, sent out to union members over Caravetta's signature, is part of an aggressive campaign being orchestrated by the House speaker on behalf of his daughter. Lisa Madigan faces former U.S. Justice Department official John Schmidt in the March 19 Democratic primary.

Through "Friends and Family," Madigan loyalists have created an elaborate campaign chain letter to elicit names, addresses and phone numbers of potential supporters and donors. Madigan has used wedding invitation and Christmas card lists as well as union membership rosters to contact people for support.

Once contacted, those people are asked to provide their own lists of friends and family members.

Robert Luskin, general executive board attorney for the Laborers International Union of North America, said Caravetta resigned his post as part of a settlement that also brought to an end an investigation into Caravetta's "possible association with organized crime." As part of the settlement, Caravetta made no admission of wrongdoing.

A group of dissident union members, known as Laborers for Justice, requested the probe of Caravetta. Jim McGough, the head of the group, said he also has filed charges with Luskin's office alleging the local's membership list was given to the Democratic Party in violation of the union's ethics code.

Luskin said the union would look into the charges.

When a cop makes a police report, I expect it to be accurate. When a cop testifies on a witness stand, I expect it to be truthful.

When a cop pulls some one over, I would expect the cop to know the color car he pulled over, where he pulled me over, the name of the road he was on and the town he is in. All that good stuff.

I would not expect the police chief, fire chief, mayor, another mayor, another mayor, a couple village councils, judges, a couple law bars, the D.A.'s office, Attorney, the General office, every law professor, facultymember in Illinois and more, to think nothing of it,

which to me (a some what regular guy), suggests, this is a normal, acceptable behavior. by the ruling elite.

I say this, is a wrong acceptable behavior and they aught to beashamed of themselves.

Any practice of torture or other cruel, inhuman or degrading treatment or punishment by United States officials violates international human rights standards to which the United States is a party. These include the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (the Torture Convention), and the International Covenant on Civil and Political Rights.¹

The use of torture also violates U.S. law. In 1994, Congress passed a new federal law which specifically provides for penalties including fines and up to 20 years' imprisonment for acts of torture committed by American or other officials outside the United States. In cases where torture results in death of the victim, the sentence is life imprisonment or execution.²

"Renderings" to countries known to engage in routine torture violate article 3 of the Torture Convention, which prohibits sending an individual to another state where there are "substantial grounds for believing that he would be in danger of being subjected to torture."³ Such transfers, and even credible threats of such transfers, made to combatants detained in an armed conflict also violate article 17 of the Third Geneva Convention, which provides that "[n]o physical or mentaltorture, nor any other form of coercion, may be inflicted on prisoners of war to secure from them information of any kind whatever. Prisoners of war who refuse to answer may not be threatened, insulted, or exposed to unpleasant or disadvantageous treatment of any kind" (emphasis added). Indeed, if committed against persons protected by the Geneva Conventions, "torture or inhuman treatment.[or] willfully causing great suffering or serious injury to body or health," would all constitute "grave breaches" under the Geneva Conventions.⁴

Schwantz as a mayor, father, resident, church going member, x-NFL player, seems to have no problem if; a couple of his cops while on patrol are hallucinating, flipping, out of their minds, while another cop shakes down a motorist, while another cop is in the court house ling like a rug, another cop making out a false report, or another cop mauls down a citizen or 2, while, the village pays $4.6 million over market value to a unnamed person, for a peace of property, who his city council is taking bribes from and how much. Down Town Palatine is set up to serve 2,500 drinks per hour, so at any point in time, there could be 2,500 intoxicated motorist leaving down town. Palatine financial structure relies on Hummels banks, If you don't give Hummel the compensation he wants (exclusive deals), he may, pull the credit rating, bond coverage and tighten up credit for the village and theemployees that have taken advantage of opportunities. The ole saying, don't slap the hand that feeds you. This don't sound good to me. Why did Schwantz want to join, go along, promote, enhance, encourage this sleaze? His mom and dad never taught him this, Guss (grand dad) never did. But why do so many other people just ooz into destructive, criminal, activity? But, then why would a person that drank or did drugs, just one day stop? It's like a light switch and some body is doing the truning on and off. Every candidate running for mayor knew about this mess (way before) election time. Schwantz must think this will just go away, one day wake up and it's gone. Some one may get rid of me and he can wake up and I'm gone. But the facts will never go away. He and his village acceptance and putting this crap in the face of the world, showing the world how easy it is to get away murder, bribes extortion, I think is sickening, but just another day in the life of Palatine.

Not one single judge, law enforcement department, D.A, law professor, elected official, cares.

They have no problem with and approve of perjury, false documents, a cop ling to their face in a court of law, obstruction of justice,

knowingly going into a trial, and proceeding, with false evidence, false reports,tampering with a witness, coaching a cop, about perjury, knowingly concealing and aiding in obstruction of justice.

If they did not approve, someones or a bunch of brothers and sisters, would be in jail

But, regardless, there are laws against this. Even if The top cops, judges, D.A.'s office don't care, there are serious laws, that have been broken. Just as you can not subtract a speeding ticket,

nor can they subtract the truth, that they have not only broken the law, but have disgraced their canon, oath, pledges, honor, commitments to the law, law bars, the villages, towns, cities, the state, the people of the United States of America

What is worse is they have unions that protect em, they have each other to protect them self's, they have law's that protect this activity.

If the Attorney General of Illinois (madigan), or the Cook County D.A. (Alvarez), wants to aid and protect a dirty cop a crooked judge and the like., then they are just as dirty, or worse. Every one that is on the band wagon, rooten and tooten, must crave or enjoy the dirt also. Don't that make sense, I mean why would a person that is against false documents in a court of law, praise another person that is for false documents in a court of law, but then does it matter, a false document is a false document (like a skunk) no matter where it is. A crooked cop is a crooked cop, no matter where he is, in court, talking to school children, in a traffic stop, is a crooked cop. A clean cop is a clean cop, no ifs ands or buts.
